Post Active Shooter: What is Your Responsibility to the Community?

After a mass shooting, the community affected can be left traumatized, scared, and struggling to come to terms with the tragedy that has occurred. As members of the community, police officers can play an important role in helping to facilitate healing and supporting those affected by the incident. By taking proactive steps to connect with the community, provide support, and offer resources, police officers can help promote healing in the wake of a mass shooting. While there are many strategies that must work in concert for effective community care, we have provided two as a starting point.

Transparent and Powerful Messaging: Over the past several years, law enforcement has made significant strides in operational transparency. Whether it is the publication of policies or the rapid release of bodycam footage, these strategies have helped police shape the narrative of events and in turn, build community confidence and trust.

Law enforcement, Fire/EMS, and Government officials have the ability to set the tone for public messaging during and after an Active Shooter Incident. Following the March 27, 2023 mass shooting at The Covenant School, Nashville Police Chief John Drake spoke of the shared pain felt throughout the community while sending a strong and clear message to the public about the heroic efforts of the law enforcement and fire department response. Messaging tones should inspire confidence in law enforcement and provide a sense of security for residents.

Participate in community events: Participating in community events after an Active Shooter Incident can be an important step for police officers to help the community heal. These events may include vigils or memorials for the victims, as well as other gatherings designed to bring people together and provide support. By attending these events, police officers can show their support for the community, connect with community members on a personal level, and demonstrate their commitment to helping in the healing process. Physical memorials will inevitably be erected. If possible, assign an officer to the memorial site to show community support, answer questions, and ensure site security. Anticipate memorials and services around the anniversary of the event.

Following an Active Shooter Incident, our responsibility does not immediately conclude after neutralizing the threat. Police agencies help communities heal by providing emotional support, participating in community events, engaging in community policing, addressing underlying issues, and providing resources. By working closely with community members, police will help create a sense of safety and support that can facilitate the healing process.
